Speaker Kadaga Halts PAC Investigations Into OPM Scam

The Speaker of Parliament Rebecca Kadaga has halted further Public Accounts Committee investigations into the mismanagement of funds in the Prime Minister’s Office as court proceedings continue.

The latest development follows a letter from the Director of Public Prosecutions who noted that principal suspects in the committee’s hearings such as interdicted Principal Accountant, Geoffrey Kazinda are already committed to the courts of law arguing that this breaches the sub judice rule.

Sub judice means the particular matter, in this case the OPM scandal, is under trial in court, and investigations by PAC would come in the way of court proceedings, especially with the utterances made.

Funds mounting to over sh30bn was swindled from the prime minister’s office, causing public outcry to see that all those involved are arrested and tried. This also did not go well with the international donor community who have asked a refund of the funds misappropriated, something government has adhered to.
